Every difference we find between official documents is kept as a record with a permanent ID. Status is “open” (not decided), “resolved” (settled with a source) or “accepted as printed” (the forms differ, but Form 21E is internally consistent, so Form 21E is kept and the difference recorded). Where a sheet’s printed total includes NOTA (AC 32, 119, 154 and 161), candidates plus the NOTA line must equal it.
